EDIT: Oh wait, it looks like I might be onto something there... that really does look like a swing set.  And Biff appears to have broken one by sitting on it or something similar.  Intriguiging.  *waits patiently for the update*

The way his eyebrows are done could possibly suggest movement (dependant on the context of course), so I'm guessing something jetpack related too.

I've imagined short animated Biff sequences and they would just have sound effects. Maybe Biff would grunt or sigh... but not really talk.

Hehe, I've always imagined in a Biff animation, he would make sort of grumbling noises (mainly due to his often somewhat grumpy expression), as if he was muttering under his breath in an annoyed tone.  I do definately agree with no talking though, wouldn't suit him.

Although While E. Coyote did have some episodes where he talked... I can still hear his voice as he referred to himself as a "super genius"

Loved those cartoons. Chuck Jones was an early hero of mine.
