Drakey walks through the now-chaotic arena, smiling at the efforts of those around him.
He /&summons a large boulder&\ and /makes it reshape itself into a big stone podium\, then &summons a crowd of stuffed animals&.
He clears his throat. The big moment is coming, soon he will deliver his speech.
"You guys all slurp," he (whispers) to his rapt-but-inanimate audience.
He (cloaks himself in the shadows) and sneaks up behind Scarf, then ~&summons a supersoaker&~ and drenches her.
"I declare this day to be..." he checks his watchless wrist "Tuesday! Tuesday the Unforgettable!"
