I never really liked the implications of that line. If 0.68 seconds is a very long time, conversing with us must be torturous for him.

Also, it means that his brother is coherent just so that humans can understand him. What secret messages might they be hiding between the syllables?

Hell, he used a Spock quote in the middle of a speech to us, about handing our work in on time.
